The release of the Volker report today, largely exonerating Kofi Annan from wrongdoing in the U.N. oil-for-food scandal, would seem an embarassment for Norm Coleman. After all, Minnesota's junior senator, who chairs the permanent subcommittee on investigations, has been pompously calling for the U.N. chief's head for months now.
