According to police, Brainerd’s Jason Jamaal Allen, 28, was living with a woman and her two kids — a four-year-old daughter and a one-year-old son — whom he'd watch while mom worked nights at Burger King.
On October 14, the mother was arrested by Bloomington Police for an undisclosed reason, and her two children were taken in by Crow Wing County social workers. The social workers noticed a scab on the girl’s neck that looked like she had been strangled with a rope. En route to the doctor for a full exam, she complained that a man called Jason touches her “monkey part” while she sleeps.
The girl tested positive for chlamydia at Midwest Children’s Resource Center. According to MCRC, the disease was a smoking gun for “direct mucosal contact with an infected person and is diagnostic of sexual abuse.”
A nurse overhead the girl telling her great-grandmother in the bathroom that her stepfather Jason touched her inside her vagina and rubbed his wiener on it.
When Brainerd Police contacted Allen, he denied ever abusing his stepdaughter and claimed he was free of chlamydia. He said he had a recent STD test to prove it, but could not produce the report.
Allen is accused of six counts of criminal sexual conduct. It's not clear if the girl's mother was aware of any ongoing abuse, but Crow Wing County Attorney Don Ryan says that no one else has been charged.
The abuse is believed to have occurred in the summer of 2014. It took until now to get Allen in front of a judge because he’d been in prison in Faribault for a separate aggravated robbery conviction around the same time.
