Fourth Boy Scout accuses former troop leader of sexual misconduct
A fourth teenager has come forward with accusations of sexual misconduct against former Burnsville Boy Scout troop leader Peter Robert Stibal, who now faces seven felony counts.
Stibal was already charged with two counts of first-degree criminal sexual conduct and four counts of second-degree criminal sexual conduct. The amended complaint carries another count of second-degree criminal sexual conduct, in the wake of the fourth victim's complaint.
Stibal, 44, was the Scout Master of all four boys. Boy Scout Troop #650 says that Stibal was made an Assistant Scout Master of the troop in 2000 and that in 2003 he became Scout Master of the post. He held the post until his arrest in October. He has been held in the Dakota County jail since Oct. 19 in lieu of $1 million bail.
The complaint filed in Dakota County District Court says that the first teenaccuses Stibal of sexuall assaulting him four times when he was 12-15 years old. On one occasion, he says he awoke at Stibal's cabin to find Stibal had his hands down his pants and eventually performed oral sex. Other sexual encounters took place at Stibal's Burnsville home, a movie theater in Eagan and at a drive-in movie theater in Cottage Grove.
According to the complaint, the second teen says that when he was at a Stearns County Boy Scout Camp with Stibal, he woke up one night to find his jeans unzipped and Stibal stroking his penis. The third teen reported a similar experience at Stibal's cabin. The fourth teen says that he woke up in Stibal's cabin to find Stibal stroking his side, and he says he rolled over and away from Stibal when Stibal started moving his hand toward the teen's groin.
All the alleged encounters happened between 2002-2005.
