Charges: State Fair groper identified as 'sick fuck' with 'small penis'

It's been a tough week for Jeffrey Pendzimas' reputation, which wasn't very good to begin with.

Pendzimas was arrested at the Minnesota State Fair Monday afternoon, and has been charged with two counts of criminal sexual conduct by Ramsey County prosecutors. Pendzimas, 62, is a serial offender of such crimes, and has numerous arrests and convictions for sexual misconduct and/or indecent exposure, sometimes in the presence of a minor, dating back to 1979.

This most recent arrest adds insult to injury, thanks to a vicious description of Pendzimas, issued by the very woman he'd just victimized. 

According to the criminal complaint, a woman was showing her infant son and 4-year-old nephew the chickens hatching inside the Fair's Miracle of Birth Center, when she felt a hand reach into her shorts and squeeze her butt "in a cupping motion." She generously figured this was an accident. When she turned to look, the charges say, Pendzimas was making direct eye contact, and pulled up his shirt to reveal he was stroking his penis.

"What are you doing?!" the woman yelled. "That man has his penis out!" 

Pendzimas fled, and made it as far as the Coliseum, where police saw someone chasing the accused sex criminal. A cop apprehended Pendzimas and returned him to the Miracle of Birth Center, where his victim was already in contact with authorities, and said she could identify the man who'd groped her.

As the complaint reads: 

" An officer turned Pendzimas to face the woman who said, 'Yes, that is the sick fuck that showed me his small penis.'"

Several other witnesses also reported seeing Pendzimas masturbating in the Miracle of Birth Center, including a State Fair employee who said a "scruffy" white man in his 60s had exposed himself in front of four children under the age of 6.

Pendzimas denied any wrongdoing to police, and said he had "no idea" why he was under arrest. "When asked what he was doing at [the Miracle of Birth Center], Pendzimas said he didn't know," according to the complaint, which states Pendzimas has been convicted of four felony indecent exposures, and three gross misdemeanor indecent exposures.

Pendzimas faces two charges stemming from his State Fair arrest: One for felony nonconsensual sexual contact, and another for felony "lewd exhibition" in the presence of a minor under 16. Both crimes carry a maximum penalty of a five-year sentence, a $10,000 fine, or both.
