I am absolutely sympathetic to the victim here. It's horrible that he had to deal with this long-term abuse.

But I must state, as a parent, that if my child was going through that kind of abuse at his school, I would have found an alternative way for him to be educated.

I have no tolerance for this kind of bullying and if the school administration had no answer, I would have taken action myself. I could not stand by knowing my child was being forced to deal with this on a regular basis.

It's not hard to switch schools or opt for online education nowadays. There are options, and hopefully fewer kids in the future will have to deal with bullying because these options (finally) exist.
