As Sam France delivers his deeply sardonic scribblings — "There's no need to be an asshole/You're not in Brooklyn anymore" — you can almost hear the smirk stretched across his face on Foxygen's new We Are the 21st Century Ambassadors of Peace & Magic. But along with the San Francisco duo's other half, Jonathan Rado, the frontman always sounds like a listener as well as a performer in his own right. A dramatic improvement over 2012's debut, Take the Kids Off Broadway, the brightly recorded We Are the Ambassadors pits together the record-nerd playfulness of MGMT's Congratulations with the Stones' mid-'60s glee.
