Ever see a limousine cruising down Highway 61 and wonder where the heck it was headed? Chances are it was zooming to the Harbor View, where they serve up treats like seared ahi in a black butter caper sauce and lemon tart as bright as the sun at noon over Lake Pepin, the widening in the Mississippi over which the Harbor View looks out.
