CITY PAGES HAS finally started filling some of its vacant chairs. Last week Stern Publishing, the paper's parent company, announced the appointment of Mark Bartel as publisher and Tom Finkel as editor. Bartel, formerly the paper's sales director, replaces Kris Henning, a CP founder and Bartel's sister-in-law. He started at the paper 15 years ago and among other jobs has worked as an account executive and sales manager.

Before becoming managing editor of Miami New Times in 1989, Finkel was a fellow in Brown University's graduate fiction workshop. His February 1 arrival will relieve Interim Editor Monika Bauerlein, whose reportage we hope will soon reappear on these pages.
