"WHAT IS HE thinking?" about summed up the response from political insiders after state Sen. John Marty (DFL-Roseville) announced his candidacy for governor Saturday. Chances are that the rush of popular support on the stadium issue prompted the move: Perhaps, Marty speculates, a "people's governor" could get elected. He may be right; whether he's that man remains doubtful.
