NET HEROES: While Congress does to telecommunications what it did to airlines and S&Ls in the '80s (how soon they forget), and the state Legislature agrees to "further study" of Internet access (see above), the Minneapolis Public Library is quietly taking a major step toward opening up the World Wide Web. Starting Monday, the northeast, southeast, and central libraries will have free, self-service workstations featuring Netscape software and--some of the time--volunteers to show novices the ropes.

By the way, if the terminals get swamped and you're determined to get online, you may also contact the Minneapolis Telecommunications Network (331-8575), which is implementing a major Internet-access project. Another local organization that supports wider access to the Net is the Twin Cities FreeNet (379-9144).
