* WAGING BATTLE: While the fate of the St. Paul livable-wage ordinance remains to be seen, several Minneapolis DFLers say it's a success as a progressive organizing tool, and they may re-stage the campaign in the Mill City in 1996--conveniently timed to DFL U.S. Senator Paul Wellstone's re-election bid. Party activists were appalled by the low city turnout for Ann Wynia's Senate race last year; Wellstone generates considerably more passion, but every little bit helps, party hacks figure. And St. Paul-like fearmongering may not be repeated: The city of Minneapolis already has a livable-wage standard as part of its small business development guidelines--which somehow hasn't turned the place into a Soviet-style gulag.
